[Annual Reports](https://www.sdhda.org/investors/annual-reports) - [Municipal Advisor Disclosure](https://www.sdhda.org/investors/municipal-advisor-disclosure) Your source for expert information on housing in South Dakota # Opportunity for Public Comment on Amended Annual Action Plan NOTICE FOR PUBLIC COMMENT   STATE OF SOUTH DAKOTA AMENDED 2019 ANNUAL ACTION PLAN Community Development Block Grant and Emergency Solutions Grants COVID-19 Funding December 2020 [PowerPoint Presentation](https://info.sdhda.org/hubfs/Plan%20Meeting%20-%20December.pdf) South Dakota Housing Development Authority (SDHDA) and the Governor’s Office of Economic Development (GOED) are recipients of federal formula program funds from the U.S. Department of Housing and Urban Development (HUD).  As recipients of federal funds, SDHDA and GOED are responsible for the creation and implementation of the Five-Year Consolidated Plan and the Annual Action Plans (the Plans) that outline and document the planning and application process for the HUD programs: the Community Development Block Grant (CDBG), the Emergency Solutions Grants Program (ESG), the HOME Investment Partnerships Program (HOME), the Housing Trust Fund (HTF) and any additional funding programs that may become available. The Plans examine the current housing situation, explore the housing and community development needs of the state, and set priorities for spending the HUD formula program funds.  Public comment is a vital component of exploring the state's housing and community development needs and setting spending priorities.  The Plans offer the opportunity for strategic statewide planning to occur alongside citizen participation.  In response to the COVID-19 Pandemic and funding allocated through the CARES Act, South Dakota will be receiving additional funding through the Community Development Block Grant (CDBG) and Emergency Solutions Grants (ESG) programs.   The funding, referred to as CDBG-CV and ESG-CV will be utilized for preventing, preparing for and responding to coronavirus.  The CDBG-CV funding amount is $8,076,969 and the ESG-CV funding amount is $5,554,958.  SDHDA previously allocated $2,199,893 of ESG-CV funding. Per the Amended Citizen Participation Plan, SDHDA is offering the public an opportunity to provide citizen review and input as it relates to the administration and implementation of the CDBG-CV and ESG-CV funding.  As stated in the Amended Citizen Participation Plan the public comment process is shortened to a term of five days with a virtual public meeting being held via Skype for Business during the public comment period.  The 2019 Annual Action Plan has been amended per the guidelines outlined by the U.S. Department of Housing and Urban Development which entails adding the funding as an additional resource and detailing the purpose of the funding to be for preventing, preparing for and responding to the Coronavirus.     This Notice is being posted on SDHDA’s website and email notice will be sent to all interested parties.  The five (5) day public comment period is December 18, 2020 – December 24, 2020.  A virtual public hearing will be held Tuesday, December 22, 2020, at 2:00 PM, CDT via Skype for Business.  Interested parties may access the meeting link via [Join Skype Meeting](https://meet.sdhda.org/lorraine/84MBKC2C)       Trouble Joining?
